Program Management

With Dr. Oliver’s decades of experience in managing a broad range of government programs, program management is a core competency of NGS. Dr. Oliver has led government programs such as the National Earthquake Hazards Reduction Program (NEHRP), the Dam Safety Program, risk assessment modeling, as well as the building sciences, floodplain management, and the flood insurance information technology aspects of the National Flood Insurance Program. In addition, Dr. Oliver had led FEMA’s financial management information technology program and Hurricane Katrina temporary housing mission:

Hurricane Katrina Temporary Housing Mission – At the request of FEMA’s Administrator, Dr. Oliver successfully led FEMA’s temporary housing program in response to Hurricane Katrina. He led the effort to put in place contracts and to create a Program Management Office to support the temporary housing mission and oversaw the installation of 152,000 temporary housing as well as the design and construction of over 200 temporary housing group sites spread across the Gulf coast region. These efforts totaled over $5 billion. In FY 2006, he was responsible for managing the four largest contracts in DHS and 66 of the 100 largest contracts in DHS that year. In this position, Dr. Oliver oversaw a workforce of over 10,000 government and contractor personnel. For his successful efforts, awarded the DHS Secretary’s Award for Excellence in 2008.
